What is PPRA?
Definition
Law and privacyPPRA
PPRA, the Protection of Pupil Rights Amendment, bars schools that receive Education Department funds from requiring students to take a survey, analysis or evaluation that reveals protected areas without prior written parental consent.
Why it matters for schools
The protected areas include political beliefs, mental or psychological problems, religion and income. In August 2026 the Education Department treated instruments given by school staff as required, so an opt-out is not enough. An AI tool that analyzes student chats for mood, stress or family life is likely such an analysis at a public school. Not legal advice.

Questions and answers
Does PPRA apply to AI tools?
It can. An AI that analyzes student chats for protected areas such as mental health is likely an analysis under PPRA at schools with Education Department funds.
Is an opt-out enough under PPRA?
For required instruments, no: PPRA requires prior written parental consent.
Should school AI infer students' emotions?
Avoid it. Besides PPRA, OpenAI's and Anthropic's policies restrict emotion inference in educational settings.
